Step by step

  1. Make sure you need a used dealer license

Oklahoma's Used Motor Vehicle, Dismantler and Manufactured Housing Commission issues the Used Motor Vehicle Dealer license. Wholesale, franchised-used, rebuilder and dismantler licenses differ. oklahoma.gov › oumvdmhc.html (source, opens in a new tab) oklahoma.gov › motor-vehicle-online-forms.html (source, opens in a new tab)

  2. Check your business name with the Commission

Ask the Commission whether your name is available before anything else. Secretary of State availability alone doesn't guarantee its approval. oklahoma.gov › Used-Motor-Vehicle-Dealers-Application.pdf (source, opens in a new tab) oklahoma.gov › title-printing-delays1.html (source, opens in a new tab)

  3. Find a place of business that qualifies

You need a display area for your sale vehicles, clearly separate from other parked cars, enough public parking, and an office where your records are kept, in a permanent building or separate room used only for the business. It needs a public restroom and a business phone listed with directory assistance. An occupied residence, vacant lot, tent or temporary stand doesn't qualify, and the site must meet local zoning and occupancy rules. law.cornell.edu › OAC-765-10-1-3 (source, opens in a new tab) oklahoma.gov › Title-765-UMVPC-Rules-and-Regulations.pdf (source, opens in a new tab)

  4. Put up the sign

A permanent sign of at least 32 sq ft (unless local zoning limits it), not a banner or portable sign, with fixed letters at least 6 inches tall, visible from the road nearest your entrance. law.cornell.edu › OAC-765-10-1-3 (source, opens in a new tab) oklahoma.gov › Title-765-UMVPC-Rules-and-Regulations.pdf (source, opens in a new tab)

  5. Background, finances, bond and insurance

Each applicant provides OSBI checks, a personal history and Oklahoma ID, plus financial statements for the owners or the corporation and its majority holder. Get the $25,000 bond and UD7 garage liability insurance. You don't pay that amount: a surety company charges you a premium, a fraction of it, set mainly by your credit. oklahoma.gov › Used-Motor-Vehicle-Dealers-Application.pdf (source, opens in a new tab) oklahoma.gov › motor-vehicle-online-forms.html (source, opens in a new tab)

  6. Apply online before the Board cutoff

Create a new-applicant account and submit online. The Board meets monthly, on the second Tuesday, and complete documents are due eleven days before. The Commission also offers applicant and dealer education sessions. oklahoma.gov › Used-Motor-Vehicle-Dealers-Application.pdf (source, opens in a new tab) oklahoma.gov › title-printing-delays1.html (source, opens in a new tab)

  7. Board review and your license

After Board review, finish any remaining requirements. The license is $600 initially and runs two years; it expires December 31 of odd-numbered years, and renewal is $300. Keep your insurance in force: a lapse revokes the license. oklahoma.gov › Used-Motor-Vehicle-Dealers-Application.pdf (source, opens in a new tab) oklahoma.gov › title-printing-delays1.html (source, opens in a new tab)
