Step by step
-
Make sure you need a retail dealer license
Wisconsin licenses dealers through the DOT's DMV Dealer and Agent Section. A wholesale license can't sell to the public, while a retail Motor Vehicle Dealer license includes wholesale privileges. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab) wisconsindot.gov › whltrainingtool.pdf (source, opens in a new tab)
-
Find a location that qualifies
You need a permanent, nonresidential office with posted hours, an indoor display area of at least 12 by 20 feet, and next to it an outdoor area of at least one standard parking stall unless every vehicle is indoors. Get zoning and any local permits, put up a business sign, and sign a lease of at least two years. A residence doesn't qualify. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab)
-
Arrange repairs
If you won't repair vehicles on site, you need an arrangement with a repair facility within 50 miles. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab)
-
Set up the business and your salesperson
Get your seller's permit and entity documents, and have a licensed salesperson: the salesperson exam is $5 and the license $8. Owners must meet Wisconsin's good-character and criminal-history standards. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab) wisconsindot.gov › dealer-fees.aspx (source, opens in a new tab)
-
Get the bond
$50,000, as a surety bond or an irrevocable letter of credit. You don't pay that amount: a surety company charges you a premium, a fraction of it, set mainly by your credit. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab)
-
Apply
File form MV2186 with the owner (MV2844), facilities (MV3180), service (MV2085), salesperson (MV2184) and bond (MV2511) or credit (MV1046) forms. The DFI filing (LFS180) and its fee go separately, so send that payment on its own. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab) wisconsindot.gov › default.aspx (source, opens in a new tab)
-
Review, training and inspection
DMV reviews the application, and training and an inspection of the site are part of the retail process. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab) wisconsindot.gov › whltrainingtool.pdf (source, opens in a new tab)
-
Print your license
The license is issued electronically for you to print and display. Electronic certificates start on September 1, 2026, so keep a business email address current. wisconsindot.gov › retaildealerlicense.aspx (source, opens in a new tab) wisconsindot.gov › whltrainingtool.pdf (source, opens in a new tab)
-
Keep it current
The dealer license and plates run for two years: $40 for the dealer license, $150 for the first two plates and $10 for each extra plate. Have a current lease when you renew, because a missing one is a common cause of delays. wisconsindot.gov › dealer-fees.aspx (source, opens in a new tab) wisconsindot.gov › plaindealingindex.aspx (source, opens in a new tab)

What trips people up
Our read of the requirements above, not official guidance or statistics.
The hardest part: fitting indoor display and securing two-year occupancy plus repair agreement.
Easy mistakes:
- Agency cites missing current leases as renewal delays.
- Send DFI fee separately. Electronic certificates begin September1,2026.
- Maintain business email.
